Users can now be created at the Tenant Group level, based on the configuration enabled in Tenant Group Settings.
When this option is enabled, a user can be created and managed across all tenants and all stores that belong to the same tenant group. This allows centralized user creation and access control across multiple tenants.
At the same time, certain configurations can be applied at the tenant level or store level, enabling flexibility where needed.
